เมื่อวันศุกร์ที่ 25 เมษายน 2555 เวลา 10.00-12.00 น. ณ ห้องประชุม ชั้น 1 สำนักงานนิคมบ้านหว้า(ไฮเทค)
จังหวัดพระนครศรีอยุธยาในโอกาสนี้ นายอัฐพล จิรวัฒน์จรรยา ผู้ช่วยผู้ว่า กนอ. เป็นประธานมอบประกาศเกียรติคุณ และธงธรรมาภิบาลสิ่งแวดล้อม ให้กับสถานประกอบการในนิคมอุตสาหกรรมบ้านหว้า (ไฮเทค) ตามโครงการส่งเสริมการมีส่วนร่วมของประชาชนในการกำกับโรงงาน
ในนิคมฯบ้านหว้า (ไฮเทค) “ธงขาวดาวเขียว” ประจำปี 2554 โดยมีวัตถุประสงค์เพื่อให้ชุมชนโดยรอบนิคมอุตสาหกรรม ได้มีโอกาสรับรู้การบริหารจัดการสิ่งแวดล้อมของ กนอ. อันเป็นการเสริมสร้างความสัมพันธ์ที่ดีอีกทั้งยังเป็นการสนับสนุนให้มีการมีส่วนร่วม
ของประชาชนในการเข้าร่วมตรวจสอบการดำเนินการของโรงงานในนิคมอุตสาหกรรมบ้านหว้า เพื่อให้เป็นไปตามหลักธรรมาภิบาลด้านสิ่งแวดล้อม
คือ จัดให้มีการเปิดเผยข้อมูล ตรวจสอบได้ มีส่วนร่วมและเสริมสร้างความสัมพันธ์อันดีกับชุมชน ซึ่งปี 2554 มีจำนวนโรงงานที่ได้รับ
ประกาศเกียรติคุณ และธงธรรมาภิบาลสิ่งแวดล้อม จำนวน 4 โรงงาน ได้แก่
1. บริษัท อายิโนะโมะโต๊ะ โฟรเซ่น ฟูดส์ (ประเทศไทย) จำกัด
2. บริษัท โซนี เทคโนโลยี (ประเทศไทย) จำกัด
3. บริษัท มิตซุย ไฮ-เทค (ประเทศไทย) จำกัด
4. บริษัท เอ็มเอส อี ดีแมก(ที) จำกัด

โดยนายอรุณ แห่งถาวร ผู้อำนวยการสำนักงานนิคมอุตสาหกรรมบ้านหว้า ให้การต้อนรับและบรรยายสรุปในครั้งนี้

Update Dike Construction
February Meeting with Tenant representatives on Feb.7,12
1) copy of Flood Protection Barrier of Meeting on Jan 17, distributed.
2). Applicant for Dike Design and Construction Permit submitted to IEAT last week.
3). Site preparation for Raw Materials completed, Stock of 15.000 tons already in places.
4) Soil Boring Test finished as schedule, found some weak soil areas, to design accordingly.
5) Boundary survey finished as Schedule, details of Work as follows:
East Dike -Government shall construct Local roads in front Hitech from South U-Turn to North U-turn, length about two kilometers at level of 5.4-5.7 Msl, construction to start in Feb and finish Sept.'12.
North Dike - Joint survey with Irrigation and Land Dept. Hope to finish by end Feb?, for new alignment of Dike and Canel.
West Dike - To start earliest after Public Relation with surrounding Residents, before end of February. South Dike - The most complicated boundary and limited Space, need to buy few plots of land in order not to disturb our Tenants or at minimum.
Construction to start soon but will finish last?
6) Most Construction to start before end of this month and to finish up to Flood safe level by end Aug/first half Sept. Earlier than schedule.

8). Next meeting Mar. 6, at 13.30 hr.

Mr.Thavich,Managing Director of Hi-tech industrial estate opened Meeting
at 10.30hr. Introduced Khun Sanagh Limtongchai advisor to the Board of
Director, Khun Vitoon and Khun jakphan of Sino-Thai Engineering, agenda
as follows ;
1 . Clarification of Rumors; there is no Shares Transfer to any party we own
100 % share, all remaining Lands and Common Area belong to Hitech, joint
cooperation means Hitech built and own Land, Joint manage with IEAT for
One Stop Services and Export Processing Zone. Hitech worked non-stop
since October to bring Hitech back to Best Condition as Soon as possible as
we still have Future Projects worth about 10 billion Baht.
2. Construction of Dikes; start Land Preparation this week ,Jan16-22
for Mobilization first week of Febuary, Land survey and Boring Test started
Since December '11, Detailed Design to finish in second half of Febuary,
Construction to start early March , Completion to Height of + 5.20m
By end of August.(previous Flood height 4.90m Msl) Sino-Thai Engineering
explained construction details,two Conceptual Drawing of Dikes including
PumpHouse and Flood Protection Systems, Construction will strictly conformed
to Standard of Ministry of Industry and Jica.
3. Dikes Construction Cost and Monthly Collection.
Hitech already has 350 million Baht Cash in hand,so we can start
construction immediately, there will be No Collection for Construction Cost
of Dikes now or in Future,we shall seek Subsidies from Government ,if any ,
and Balance by Hitech, but there will be small collection of Maintenance Fee for
Dikes and Flood Protection Systems from next year onwards.
4. Informations Update every two weeks, Meeting with Tenants Representatives every month.
5. A copy of Presentation in CD will be handover to all Tenants within January.

Dear Tenants
We are well aware, everyone would like to know our Progress Report for
Flood Protection,especially what Hitech is going to do, when To start?
We would like to Confirm that, we work everyday, no Holiday even New
Year Eve in order that Hitech will be well Protected not only this coming
Rainy season, but for any Future Flood, with our Best Effort and strong
Determination.
- Topographical survey is in Progress as well as Soil Boring Test.
- Approved Dikes Conceptual Designs as attached.
- Dikes detailed design is in Progress by Sino Thai Eng.
- Procurement for Raw Materials is in process, partially move in two weeks.
- Bidding Contract around mid Feb.
- Construction start first week of March,most Important is Completion within
September this Year, Hitech Dikes is only 11 Kilometers(eleven), not long.
**One Important HomeWork we had done during New Year is to secure Loan
for 350 million Baht, with Money in hand, Work can move fast, as Schedule
or faster.
At this time, we are on Schedule, so as other Industrial Estates/parks.
- We are glad to inform that Hitech invited Khun Sangha Limthongchai,
Ex-President of Seatec to be our Advisor, a college of our khun
Somnuk,with theirCapability and Experience over 35 years, we should be
able to Finish our Flood Protection in good time.
- Work Progress to Report every two weeks, Meeting with Tenants
Representatives shall be on monthly Basis.
- Wednesday 11, pm. Meeting with Permanent Secretary of Industry, to
report on work Progress of Hitech etc. Any Update Information to report
accordingly.

......We are working hard on flood protection system, of course focus on dike,
How big how high to protect flood in next rainy seasonss.
What we had done are ;
A) Award contract for topographical survey.
B) Award Contract Ground boring test.
C) Conceptual design of dikes.
D) Closely workout with expert, especially from JICA, last Friday Dec. 16, DR. Hiroshi Miki and big team from JICA visited Hi-Tech, glad to inform that Conceptual design of dikes are approved verbally.
E) Working on Loans amount of 350 – 400 Million Baht, not much progress on Government Soft Loan (same as all Industrial Estate / Parks) , but loan shall not be a problem to delay construction and completion of dikes.
Our tentative schedule ;
Mid Jan 2012 Completion of survey & soil test.
End Jan 2012 Completion of detail design.
Mid Feb 2012 Construction contract award.
End Sept 2012 Completion of dikes.
.....We are working against time, anyhow design shall be approved by
Authoritiesand JICA. Completion of dike by end of September 2012.
..... We hope to be able to finish in time, as we had done for Dewatering
and Rehab.
.....Tentative schedule for our next meeting will be around Jan 10 – 13, 2012.
